RED REV super limiter Cut

RED REV super limiter Cut

I have been given one of these, with no instructions - just need to confirm where the single red wire, (with female bullet connector ) gets connected to ? I suspect 12V+ but not sure
Any lister have on their VTR ?

It cuts off the rev limiter??? Why would anyone do that?
