and how is this thing helping to better your carbs?? that website sucks, I can't even figure out what the hell it does...needs better organization.

It basically synchronizes (ties them together at a central location) the main air jets of carbureted bikes and allows you to adjust airflow to both carbs (on the VTR) with the turn of a screw.
It does make some difference and can be adjusted to compensate for atmospheric conditions, but it's not a replacement for a properly jetted jet kit.
I think mine showed a 1 hp gain throughout the rev range on a dyno run using the Flo-Commander, but I still haven't decided if it has helped me much.

I assume your talking about the air bleeds to the main jets, sort of like the pilot screw controls the mixture of the pilot circuit? I can see how that would be helpful to get the mixture "just right."

Yes, and it ties them together so they're synched all the time and drawing air from the same source. It does help in certain situations and can be used for fine adjustments.
