us spec carbs non adjustable tps?

got a spare set of carbs with my vtr and was told theyre us spec...
was reading up tps adjustment so went to go take a look at the spare set i have they where at around 850 ohms, then i went to adjust to see this..

does this mean theyre not supposed to be adjustable on us spec?

i did try with a set of mole grips on the thread thats showing and they aren't budging at all.

They're adjustable but have non adjustable screws in them (probably for passing some government laws).

The rivets are actually screws that you can either drill out or grind some flat heads and turn out, and then replace with some 5mm screws.

You can also grip the outside of them with a quality set (not the Chinese pair your neighbor uses for plumbing) of small channel locks.
Once broken loose, you can normally spin the center part right out.
