newbie.. is there a fuel cut off switch (petcock)
and if so.. where could I find it.. if not.. well then I have to figure out why bike is turning over but no fuel seems to be getting thru..

Its under the fuel tank, you need to remove the tank to see it. If you have the vacuum line off from the carb to the petcock you will get no fuel out of it. Probably best to carefully remove or lift the tank up (procedure should be in your owners manual) and check the lines.

The petcock operates normally via vacuum. I can be manually shut off by turning it with an 8mm wrench. Ensure the lines are hooked up correctly - 2 fuel, one on each side, and one vacuum line hooked up to the rear of the petcock, NOT the bottom nipple. The bottom is the vent. Nothing hooks up to it.
