Can a Superhawk run to cool?

Since replacing my CCT's with manual ones the operating temp of the bike has been alot cooler than last year. Its a 99 so its only got the gauge but when running on the highway in 65ish weather the gauge will barely come off the "C", when I get into more stop and go traffic it will come up to anywhere from 1/3 to 1/2 on the gauge. I think my cct's might be a little loose as my idle rpms are up from 1200-1400 as well but the bike is running the best it has ever ran, just wondering if these can run to cool?

Your thermostat may be sticking open.. But if the bike is running well I'd not worry too much about it.
